White papers...informational, instructional...or marketing?

White papers, normally used to address problems and their subsequent solutions, have begun to dance between strictly informational tools and marketing tools. White papers are now used as a means of informing the customer, business or consumer, of the added benefits of purchasing a particular product over the purchase of a competitor's product.
